Why do i get static on my radio when i have my rear de-froster on and when i use my car charger?

i have tint on the whole back window, but im think it could be a short in a fuse? also, my radio light stopped working but i could hear tunes.. and it was a recall so they gave me a new one.. but would this have anything to do with it? what about my phone changer? it just goes a little staticy but when i use the defroster in the back, it cant hear no tunes what so ever.. just 100% static...
