How do we pinpoint the locations of stars and other various heavenly bodies?

By hour angle and declination. It's kind of like latitude and longitude, but since the celestial bodies rotate relative to the observer's position on the earth, the grid has to be oriented to Polaris using hour angle instead of longitude.
